Renergy consortium briefs Electricity Minister on El-Tor energy project

The meeting reviewed the integrated solar and pumped-storage project, its 3.1-gigawatt capacity, 250 GWh of pumped storage and its proposed connection to Egypt’s national grid.

Cairo, 16 August 2026 — New Administrative Capital. Dr Mahmoud Esmat, Egypt’s Minister of Electricity and Renewable Energy, met a delegation from the Renergy Group consortium to review progress on an integrated renewable- and clean-energy project in the El-Tor area of the Sinai Peninsula. The project combines a solar-power plant with a pumped-storage hydroelectric station.

The delegation

The consortium delegation represented Renergy Group Partners, the lead project developer; Green Tech Egypt, the local technical partner; Madkour; and Andritz Hydropower.

The delegation was led by Dutch chairman Robert Valk, initiator and sponsor of the El-Tor Mega Scale Green Power and Pumped Storage project and founder of Renergy Group, together with Dr Mostafa Madkour, chairman of Madkour Group. Andritz Hydropower was represented by its Austrian managing director, Mr Gerhard Kriegel.

The ministry was represented by Dr Ahmed Meheina, Head of the Strategic Planning and Performance Evaluation Sector at the Ministry of Electricity, and Eng. Adel El-Hariry, Managing Director for Studies at the Egyptian Electricity Transmission Company.

Discussion points

The participants reviewed findings from a joint study by the consortium and the ministry’s working team, and considered the project’s fit with the electricity sector’s strategy to increase renewables in the national energy mix. The meeting covered:

  • A comprehensive project presentation and the available implementation scenarios.
  • The technical and financial feasibility study.
  • The pumped-storage technology and its integration with the national grid.
  • The required investment and local-content ratio.
  • Delivery in two phases, with a combined generation capacity of 3.1 gigawatts and 250 GWh of pumped-storage capacity.
  • A fast-track project schedule.

Minister’s remarks

Dr Mahmoud Esmat said the ministry is working within Egypt’s national energy-transition plan. Expanding renewable-energy projects and reducing reliance on fossil fuels are core priorities. He identified pumped-storage hydroelectric projects and the battery-energy storage systems added to the national grid over the previous two years as important elements in securing the unified grid and maintaining a stable, continuous electricity supply.

He underlined the importance of advancing the El-Tor pumped-storage hydropower project so the electricity system can integrate all generation sources and the safety measures required by a unified grid. He also referred to work to use the area’s geographic features for water pumping and storage, improve energy sustainability and provide clean, secure energy. He praised the partners and the role of the domestic and international private sector within the national energy strategy.
