Renergy submits SESIA for 15 GW El-Tor Green Valley project

The assessment covers solar generation, pumped hydropower storage, desalination, hydrogen production and liquefaction, marine export infrastructure and a 275 km transmission corridor.

Renergy has formally submitted the Strategic Environmental and Social Impact Assessment (SESIA) for the El-Tor Green Valley green-energy and hydrogen project. The submission is presented as a new benchmark for environmental and social due diligence in Egypt’s clean-energy sector.

Assessment framework

EcoConServ Environmental Solutions prepared the SESIA. The Cairo-based environmental and social consultant has delivered more than 250 ESIAs to EBRD, IFC and World Bank standards. EcoConServ designed the assessment framework and managed a network of specialised technical sub-consultants. Renergy coordinated the studies with the Egyptian Environmental Affairs Agency (EEAA) and, where relevant, the Shoreline Protection Authority (SPA), reflecting the companies’ commitment to regulatory alignment from the start.

The project comprises 15 GW of solar generation, 3.1 GW of pumped-hydropower storage, a seawater-desalination system, a green-hydrogen electrolysis plant, a liquefaction plant with liquid-hydrogen storage tanks, and a RoRo terminal and jetty for future green-hydrogen exports. Renergy describes the multi-year assessment as an expression of its commitment to developing the project to high international standards, beyond its regulatory obligations.

Solar energy infrastructure

Green Tech Egypt and Renergy commissioned independent, full-scope ESIAs for the three-phase solar development—Solar Park I and Solar Parks II–III. The studies examined land use, ecological disturbance and socioeconomic effects on surrounding communities. Both reports were finalised in February 2026.

Pumped-hydropower storage

The assessment of the 3.1 GW pumped-hydropower storage system included a Hydrogeology and Flood Hazard Assessment, a Geotechnical and Geophysical Report by NECB, and a Geohydrological Study for the Low Reservoir Area. The system is described as one of the most significant energy-storage assets under development in the Middle East and Africa.

Green-hydrogen production, liquefaction and storage

Separate ESIAs were prepared for the hydrogen-production and electrolysis facility and for the liquefaction and storage infrastructure. The studies were designed to align the project with the international regulatory frameworks required by lenders and off-takers. Renergy is described as one of the few developers pursuing green hydrogen and derivatives at this scale.

Seawater desalination

To address the sensitivity of the Red Sea marine environment, Green Tech Egypt and Renergy commissioned a Marine Baseline Survey; a Wind and Wave Data Analysis by Metocean Consult; a Hydrodynamic Study and Brine Thermal Dispersion Model Report; and a Thermal Dispersion Alternatives Modelling Addendum. The work was prepared in close coordination with the SPA to assess marine environmental impacts.

Jetty and RoRo terminal

A full ESIA was prepared for the dedicated marine export terminal. It covers coastal-construction impacts, marine ecology, shipping movements and shoreline dynamics, in coordination with the SPA.

Grid connection and 275 km transmission line

Renergy completed an ESIA for the 3.1 GW Central Substation and the 275 km overhead transmission line (OHTL). The OHTL is tentatively described as Egypt’s first privately constructed 500 kV high-voltage transmission line. Madkour prepared the Grid Connection Study Report in coordination with the Ministry of Electricity and Renewable Energy.

The transmission corridor crosses a globally important migratory-bird flyway. Renergy fully funded three seasonal studies by SafeSoar: the El-Tor Bird Migration Reports for spring and autumn 2025 and the OHTL Bird Migration Report for autumn 2025. The resulting dataset, described as one of the most comprehensive assembled for a privately financed project in South Sinai, was shared freely with NREA and RCREEE. A Fauna and Flora Baseline Survey was also completed across the full project footprint.

Geotechnical and environmental baselines

Site characterisation included a Geotechnical and Geophysical Report and Geohydrological Study by NECB, and a Desktop-Based Geohazard Assessment by FUGRO. Before construction, Renergy also established independently verified baseline conditions through an Ambient Air Quality and Noise Measurements Baseline Report, intended to serve as the reference for monitoring throughout construction and operation.

Community engagement

El-Tor is home to approximately 50,000 Bedouins from seven tribes. Renergy’s multi-stage engagement process addressed local employment, community infrastructure, cultural heritage, land and water access, and the project’s long-term social footprint. Green Tech Egypt and Renergy state that South Sinai’s communities should be genuine beneficiaries of the regional clean-energy transition.

Submission and consultation

The SESIA is the result of several years of technical work and institutional cooperation. EcoConServ worked with SafeSoar, NECB, FUGRO, Madkour and Metocean Consult to produce an assessment intended to meet stringent development-finance standards and serve the people, ecosystems and authorities of South Sinai. Two public-consultation events brought stakeholders together so their comments could be incorporated into the studies.

The project is described as having the potential to provide three times more power than the Aswan Dam, meet 10% of Egypt’s total electricity needs and give Egypt a leading role in the emerging hydrogen industry. The consortium presents the SESIA as evidence of its commitment to delivering this project for Egypt.
